How to Remarry After Divorce

My wife and I are married as per local laws but not as Islamic one. We got divorced Islamically but she is still my wife by law. Allah said obey the law of land!!

Do I have to get Islamicly married to some one who is my wife already? One Emam said we don't have to go through that because we are already married and Allah was a witness to it.

We would like to be together but we can't because she has to get married to another brother. So my wife has to sleep with someone else makes no sense to me at all. She has to go through this in order to get back to me.
